Frederick County Public Schools announces principal and assistant principal appointments for the 2017-2018 school year. The changes take effect July 1.
The following individuals are promoted to principal positions:
At Kemptown Elementary, Elizabeth Worch will serve as principal upon Sharon West’s retirement. Ms. Worch is promoted from assistant principal at Urbana Elementary, where she has worked since 2014. She was assistant principal from 2010-2014 at Brunswick Elementary. Ms. Worch began her career at FCPS in 2002 teaching kindergarten at Kemptown after having worked in Howard and Washington counties. In 2008, she became an early childhood teacher specialist. She earned her Bachelor of Science degree in early childhood/elementary education in 1998 and Master of Science degree in curriculum and instruction in 1992, both from Frostburg State University.
At Thurmont Middle, Daniel Enck is promoted from assistant principal to principal following Jennifer Powell’s retirement. Mr. Enck began his public education career in 2007 teaching at Gov. Thomas Johnson Middle. In 2012, he taught at Linganore High School, transferring to serve as student support teacher at New Market Middle. In 2013 he was promoted to assistant principal at Monocacy Middle. He has worked as assistant principal at Thurmont Middle since 2016. Mr. Enck earned his bachelor’s degree in history education in 2007 at Rider University in Lawrenceville, New Jersey, and master’s degree in educational leadership in 2011 at Hood College.
At Urbana High, David Franceschina will serve as acting principal while David Kehne is on sabbatical. Mr. Franceschina has been acting principal the past school year at Frederick High while Kathy Campagnoli worked on special assignment preparing for the new Frederick High School’s 2017 opening. He began his teaching career at Heather Ridge School in 2002, transferring to teach music at Walkersville High in 2003. In 2007 he transferred to Middletown Middle and in 2009 to Tuscarora High. In 2010, Mr. Franceschina was promoted to assistant principal at Linganore High, transferring in 2013 to Frederick High. He earned his bachelor’s degree in music education at Shepherd University in 2002 and Master of Arts degree in educational leadership from the University of Phoenix in 2007.
At Valley Elementary, Tracy Flower will serve as principal upon Elizabeth Little’s retirement. Ms. Flower began her tenure with FCPS in 2006 teaching fifth grade at Twin Ridge Elementary. In 2013 she transferred to Spring Ridge Elementary to work as math specialist. In 2014 she was promoted to assistant principal at Whittier Elementary and transferred to Hillcrest Elementary in 2016. Ms. Flower earned a Bachelor of Science degree in elementary education from Frostburg and master’s degree in educational leadership from Hood College in 2013.
At Wolfsville Elementary, Megan Stein will serve as principal upon Susan Kreiger’s retirement. Ms. Stein started her career with FCPS as a classroom teacher at Orchard Grove Elementary in 2006. After teaching at Thurmont Primary and Monocacy Elementary, she was promoted to Oakdale Elementary assistant principal in 2012, transferring to Yellow Springs Elementary in 2015. Ms. Stein earned her Bachelor of Arts degree in communications and rhetoric from the University of Pittsburgh in 2005 and Master of Science degree in educational leadership from Hood College in 2012.
The following principals are new to FCPS:
At Spring Ridge Elementary, Pattie Lee Barnes will serve as principal upon Patricia Hosfelt’s transfer to Butterfly Ridge Elementary to begin its planning year. Ms. Barnes comes to FCPS from Wilson County Schools in North Carolina, where she works as support coach for the district’s multi-tiered system. She began her career teaching math and science at Toisnet Middle in North Carolina, after which she taught math at Wilson Technical Community College. In 2004 she became an assistant principal in Wilson County. From July-December 2012 she served as special assistant to the superintendent, prior to becoming principal of Springfield Middle School in North Carolina. Ms. Barnes earned a Bachelor of Arts degree in math and science education at North Carolina Central University in 1999 and Master of School Administration degree from East Carolina University in 2005.
At Walkersville Elementary, John Ewald will serve as principal upon Tess Blumenthal’s transfer to Urbana Elementary. Mr. Ewald comes to FCPS from Caroline County Public Schools in Denton, Maryland, where he became superintendent in 2015. He began his teaching career in Montgomery County Public Schools in 1987. In 1999, he became a resource teacher and acting assistant principal at Takoma Park Middle. He was promoted to principal in 2005, with a number of assignments in MCPS, after which he became superintendent of schools for the Laurel (Delaware) School District in 2012. He earned his Bachelor of Science degree in physical education from the University of Maryland in 1987 and Master of Science degree in teaching/coaching, exercise science from Western Maryland College in 1996.

*Jason Rubeling to Carroll Manor Elementary from targeted teacher specialist at Monocacy Elementary

*Jennifer Hyde to Orchard Grove Elementary from teacher specialist at North Frederick Elementary
*Marc Clausen to Urbana Elementary from teaching physical education at Hillcrest Elementary
*Wendy Gill to Urbana Middle from serving as school counselor at Oakdale Middle
