REGULAR MINUTES
August 8, 2001
CLOSED SESSION
ACTION
The Board of Education of Frederick County met in the Administrative Conference Room at 12:30 p.m. In attendance were President Ronald W. Peppe, II, Vice President
Deborah A. Aughenbaugh, Daryl A. Boffman, Stephen Crawford, Anne B. Hooper, Linda S. Naylor, and Jean A. Smith. Also in attendance were Jack D. Dale, Secretary-Treasurer, and Judith A. Ricketts, Administrative Director.
Mrs. Smith moved to go into Closed Session in accordance with the Maryland’s Open Meetings Act, Sections 10-508(a)(i) and (a)(ii), to discuss personnel matters.
PERSONNEL MATTERS
No formal action was taken.
CLOSED SESSION MINUTES
The minutes of July 10 and 11, 2001, were unanimously approved.
The meeting was recessed at 2 p.m. and was reconvened at 2:15 p.m.
EXECUTIVE FUNCTION OF THE BOARD
No formal action was taken.
ADJOURNMENT
The meeting was adjourned at 5:32 p.m.
PLANNING SESSION
The Board met in the Administrative Conference Room at 5:35 p.m. All Board of Education members were in attendance. Also in attendance were Jack D. Dale and Judith A. Ricketts.
Dr. Crawford spoke in support of a Board discussion on school choice.
Mr. Peppe spoke of a free web-based service for creating discussion groups, placing documents for view, shared calendar function, and polls. Board members supported a trial on such service.
ADJOURNMENT
The Planning Session was adjourned at 5:50 p.m.
REGULAR MEETING
The Board of Education met at 6:03 p.m. in the Board Room. All Board of Education members were present. Also in attendance were Jack D. Dale, Judith A. Ricketts, and John L. Thompson, Jr., County Commissioner Representative to the Board. Ryan C. Tuck, Student Representative to the Board, was absent.
Mr. Peppe called the meeting to order, and the Pledge of Allegiance was recited.
APPROVAL OF AGENDA
The Board unanimously approved the agenda.
CLOSED SESSION ANNOUNCEMENT
In accordance with Maryland’s Open Meetings Act, Mr. Peppe announced the time and place of the Closed Session, the section of the law for closing the meeting, and the purpose of the meeting.
PUBLIC COMMENTS FOR GENERAL GOOD AND WELFARE
There were no comments from the public.
MINUTES
The Board unanimously approved the minutes of July 10 and July 11, 2001, with a change to the July 11 minutes as recommended by Mrs. Hooper:

CONSENT AGENDA
Mrs. Hooper requested that Board Policy 313 on Corporal Punishment be pulled from the Consent Agenda and separately presented.

BOARD POLICY 313 – CORPORAL PUNISHMENT
Mrs. Hooper recommended changes to the wording in the policy to delete “in any Frederick County Public School.” Commissioner Thompson recommended that “intentional” be added to the language. Jamie Cannon, Executive Director of Legal Services, supported the recommendations.
The policy was unanimously adopted as follows:
CORPORAL PUNISHMENT
Corporal punishment defined as any intentional physical contact used in the act of
disciplining a child is prohibited.
FAMILY LIFE ADVISORY
COMMITTEE APPOINTMENT
Mr. Peppe recommended that Elizabeth Wildasin be appointed to the Family Life Advisory Committee to represent the Catoctin feeder area for a two-year term ending June 30, 2003.
Upon motion by Mrs. Aughenbaugh, seconded by Mrs. Smith, the Board unanimously approved the appointment.
TECHNOLOGY REPLACEMENT CYCLE
Patrick Kelly, Executive Director of Technology Services, and Tom Stanford, Teacher Specialist for Instructional Technology, presented a report on establishing a four-year technology replacement cycle. It was noted that staff would prepare an RFP around the parameters discussed and provide a summary to the Board for decision this fall.
SCHOOL CONSTRUCTION PROJECTS
Ray Barnes, Executive Director of Facilities Services, presented a status report on new school construction and renovation projects.
Dr. Dale commended Mr. Barnes for his handling of all of the construction projects.
Mr. Barnes added his commendation to the staff in facilities construction.
