Superintendent of Schools As the chief executive officer of the Frederick County Public Schools, the Superintendent serves as the system's curricular, fiscal and community leader. The superintendent is responsible for assuring that FCPS carries out Legal Counsel The FCPS legal counsel has primary responsibility for advising the superintendent and school system personnel on legal, employee contract administration and personnel matters.
