EFMP 2025
Educational Facilities Master Plan
The FCPS Educational Facilities Master Plan (EFMP) is a 10-year plan that sets goals and addresses future school facility needs in response to enrollment growth, County Master Plan studies, renovation needs, changes in educational programs, state requirements and related issues. Pursuant to Education Article §5-303, the Board of Education approves an annual EFMP in June and submits it to the Interagency Commission on School Construction (IAC). In addition to documenting the supply of and demand for educational facilities, the EFMP is a platform to inform the State, the local government, and the public of each Local Education Agency’s (LEA) annual Capital Improvement Program (CIP). The EFMP guides the annual FCPS capital budget submission to the County and State in the fall.
This is the 2025 annual update of the Educational Facilities Master Plan.
