Personnel Changes for the 2018-2019 School Year

Frederick County Public Schools announces several principal and assistant principal appointments, effective July 1.

Personnel appointments remain subject to change based on the evolving needs of the school system.

The following schools will have different principals for the 2018-2019 school year:

Frederick High, David Franceschina. Mr. Franceschina’s promotion with a description of his background was announced in a May 10 FCPS news release.

Green Valley Elementary, Giuseppe Di Monte. Dr. Di Monte will transfer from New Midway/Woodsboro Elementary, where he has been principal since 2013. Before that, he was the first principal at the FCPS Carroll Creek Montessori Public Charter School when it opened in 2012.  Di Monte began his career teaching fifth grade in Tannersville, PA in 2000. In 2001, he became science teacher at Farquhar Middle in Olney, MD, and in 2004 the science resource teacher and eighth grade team leader. In 2007 he was promoted to assistant principal at Greenwood Elementary in Brookville, MD. He started at FCPS after serving as assistant principal at Jackson Road Elementary in Silver Spring, MD. Di Monte earned a Bachelor of Science degree in education in 2000 from East Stroudsburg University in PA and Master of Science degree in administration and supervision in 2005 from Johns Hopkins University in Baltimore. He earned his doctorate in education administration and policy from Walden University.

New Midway/Woodsboro Elementary, Kimberly Clifford. Ms. Clifford will transfer from Oakdale Elementary, where she has been principal since 2014. She began her career with FCPS in 1999 teaching second grade at Glade Elementary. She transferred to North Frederick Elementary in 2005 to teach targeted intervention and then to Glade as a reading specialist in 2007. She remained at Glade after she was promoted to assistant principal until her transfer to Spring Ridge Elementary in 2012. Ms. Clifford graduated from Towson University in 1999 with a Master of Science degree in elementary education. In 2005, she completed a Master of Science degree from Hood College.

North Frederick Elementary, Kimberly Seiss. Ms. Seiss will transfer from Hillcrest Elementary, where she has been principal since 2013. [In the 2016-2017 school year, Karl Williams joined her as co-principal at Hillcrest; Mr. Williams will remain principal at Hillcrest, expected to have only one principal in the coming school year.] Ms. Seiss started her career at FCPS in 1995. After teaching at Waverley, Twin Ridge and Thurmont Elementary and Primary Schools, she was promoted to assistant principal at New Midway/Woodsboro in 2001 and later transferred to work at Hillcrest from 2006-2010. She was promoted to principal of Twin Ridge Elementary in 2010, remaining there until 2013 when she returned to Hillcrest as principal. Ms. Seiss earned her Bachelor of Arts degree in early childhood/elementary education at Shippensburg University in Pennsylvania and Master of Science degree in school administration at Western Maryland (now McDaniel) College.

Oakdale Elementary, Leigh Warren. Ms. Warren will transfer from Green Valley Elementary, where she has been principal since 2009. She began working at FCPS in 1999 as a teacher at Middletown Elementary. She was promoted to assistant principal at Green Valley Elementary in 2001 and transferred to South Frederick Elementary as assistant principal in 2003. In January 2004 she was promoted to principal at Monocacy Elementary. Ms. Warren graduated in 1994 with a Bachelor of Science degree in elementary/early childhood education from Edinboro University of Pennsylvania. She earned her Master of Science in educational leadership in 2003 from Hood College.

Spring Ridge Elementary, DeVeda Coley. Ms. Coley will transfer from North Frederick Elementary, where she has been principal since 2010. She began her teaching career at FCPS in 1993 as an elementary teacher at South Frederick Elementary. In 2001, she was promoted to assistant principal at Hillcrest Elementary, followed by a promotion in 2005 to principal at Twin Ridge Elementary. Ms. Coley graduated from Mount St. Mary’s College in 1993 with a Bachelor of Science degree in elementary education.  She earned a Master of Science degree in educational leadership from Hood College in 2000.

Thurmont Elementary, Debra O’Donnell. Ms. O’Donnell is promoted to principal at Thurmont Elementary from assistant principal at Ballenger Creek Elementary. She began working at FCPS in 1994 teaching special education at Emmitsburg Elementary. She has also worked at Ballenger Creek, Deer Crossing and Twin Ridge Elementary Schools in various capacities including dyslexia, reading and targeted intervention specialist. In 2008, she was promoted to assistant principal at Deer Crossing and transferred to Ballenger Creek Elementary in 2013. Ms. O’Donnell completed her Bachelor of Arts degree in elementary education at Stetson University in Florida in 1981 and her Master of Science degree in reading at Hood College in 2001. She has also earned Administrator I and II certification.

Urbana Middle, Stacey Hiltner. Ms. Hiltner will transfer from Walkersville Middle, where she has been principal since 2013. She began her career at FCPS in 1985 teaching music at Walkersville Middle and was promoted to assistant principal at Windsor Knolls Middle in 2005. In 2006, she transferred to Urbana Middle and was assistant principal there through June 2013. Ms. Hiltner earned her Bachelor of Science degree in music education from Salisbury State University in 1984 and her Master of Science degree in education from Towson State University in 1992.

Walkersville Elementary, Christina McKeever. Ms. McKeever will transfer from Thurmont Elementary, where she has been principal since 2014. She became an FCPS kindergarten teacher in 1999 at Myersville Elementary, where she remained until transferring to Ballenger Creek Elementary in 2005 as a targeted intervention teacher. In 2012 she was promoted to assistant principal at Lewistown Elementary. She earned her Bachelor of Science degree in early childhood education in 1993 from Indiana University of Pennsylvania and completed her Master of Science degree in educational leadership at Hood College in 2012.    

Walkersville Middle, Frank Vetter. Mr. Vetter will transfer from West Frederick Middle, where he has been principal since 2012. He began his career with FCPS as a teacher in 1996 and was promoted to assistant principal in 2000. After working as assistant principal at Heather Ridge School for two years, he was promoted to principal there, a position he held for three years. He was Urbana Middle’s first principal when it opened in 2006. In 2010, he transferred to serve as principal at Middletown Middle, where he remained until 2012. Mr. Vetter earned his Bachelor of Science degree in social studies at the University of Maryland, College Park and his Master of Science degree in administration and leadership at Johns Hopkins.

Waverley Elementary, Allie Watkins (co-principal with Jan Hollenbeck). Mr. Watkins is returning from sabbatical after having served as principal at Urbana Elementary from 2015 through June 2017. Urbana Elementary was named a Blue Ribbon School based on achievement while he was principal. Mr. Watkins began his career at FCPS in 2009 after working in Virginia schools for six years. He was assistant principal at Urbana Elementary from 2009-2011 and was then promoted to principal at Monocacy Elementary, where he had served as acting principal. Mr. Watkins earned his Bachelor of Arts degree in elementary education in 1999 at Michigan State University, and his Master of Arts degree in educational leadership in 2008 from Virginia Polytechnic University. He expects to complete his Ed.D. this August in Urban Leadership from Johns Hopkins University.  

West Frederick Middle, Pattie Barnes. Ms. Barnes will transfer from Spring Ridge Elementary, where she has been principal since July 2017. Ms. Barnes came to FCPS from Wilson County Schools in North Carolina, where she worked as support coach for the district’s multi-tiered system. She began her career teaching math and science at Toisnet Middle in North Carolina, after which she taught math at Wilson Technical Community College. In 2004 she became an assistant principal in Wilson County. From July-December 2012 she served as special assistant to the superintendent, prior to becoming principal of Springfield Middle School in North Carolina. Ms. Barnes earned a Bachelor of Arts degree in math and science education at North Carolina Central University in 1999 and Master of School Administration degree from East Carolina University in 2005.

The following schools will have different assistant principals, effective July 1:

Ballenger Creek Elementary, Max Fletcher is transferring from Ballenger Creek Middle assistant principal.

Ballenger Creek Middle, Paul Fer is transferring from West Frederick Middle assistant principal.

Brunswick Elementary, Amy Routzahn is transferring from Deer Crossing Elementary assistant principal.

Brunswick High, Jessen Bishard and Stephanie Bittner. Mr. Bishard is promoted from teaching at Oakdale High. Ms. Bittner will transfer from Gov. Thomas Johnson High, where she is assistant principal.

Butterfly Ridge Elementary, Susan Amerena and Lisa Wrzesinski. Ms. Amerena is transferring from Tuscarora Elementary assistant principal. Ms. Wrzesinski is transferring from Orchard Grove Elementary assistant principal.

Catoctin High, Mary Jacques is transferring from Frederick High assistant principal.

Centerville Elementary, Erica Cummins is transferring from Oakdale Middle acting assistant principal, after serving as principal at the Frederick Classical Charter School.

Deer Crossing Elementary, Janice O’Hara is transferring from Twin Ridge Elementary assistant principal.

Frederick High, Carrie Artis and Sheri Murphy. Ms. Artis is promoted from LYNX team advocate at Frederick High. Ms. Murphy is transferring from Walkersville High, where she is assistant principal.

Gov. Thomas Johnson High, Cindy Johnson is transferring from Middletown Middle assistant principal.

Gov. Thomas Johnson Middle, Derek Beet is promoted from math specialist at Middletown Middle.

Hillcrest Elementary, Amber Madigan is transferring from Yellow Springs Elementary assistant principal.

Linganore High, Nancy Boyenton is transferring from Brunswick High assistant principal.

Middletown Middle, Michele Gill and Tamara Lamberson. Ms. Gill is promoted from teaching English at Walkersville High. Ms. Lamberson is transferring from West Frederick Middle, where she is assistant principal.

Monocacy Middle, Joshua Work is transferring from Middletown Middle assistant principal.

Oakdale High, Kelly Kirby is transferring from Catoctin High assistant principal.

Thurmont Middle, Janine Smith is transferring from Windsor Knolls Middle assistant principal.

Tuscarora Elementary, John Veronie is transferring from Waverley Elementary assistant principal.

Tuscarora High, Tanisha Smith is promoted from teaching special education at Walkersville High.

Twin Ridge Elementary, Neeley Miller is transferring from Centerville Elementary assistant principal.

Urbana High, Christopher Bittner, Rebecca Hackett and Amanda McGrath. Mr. Bittner is transferring from Linganore High as assistant principal. Ms. Hackett is promoted from teaching math at Urbana High. Ms. McGrath is transferring from Brunswick High as assistant principal.

Valley Elementary, John Ewald is transferring from Walkersville Elementary principal.

Walkersville High, Cynthia Zimmerman is transferring from Tuscarora High assistant principal.

Walkersville Middle, Jessica Sowerbrower is transferring from Frederick High assistant principal.

West Frederick Middle, Christine Samuels is transferring from Walkersville Middle assistant principal.

Windsor Knolls Middle, Chelsea Skoczylas is transferring from Monocacy Middle assistant principal.
