English Learners (EL) instruction promotes successful integration into mainstream academic programs for students in pre-kindergarten through grade 12 whose first, or primary, language is not English and who have limited English proficiency. EL students new to Frederick County are assessed for English language proficiency. The EL Department recognizes the importance of parental involvement and provides interpreters for parent conferences and many translated documents.

Elementary students in the program receive EL support in their home school. EL students in the following middle schools receive their instruction in their home school: Crestwood, Ballenger Creek, Monocacy, Governor Thomas Johnson and Walkersville Middle Schools. All other middle school students attend West Frederick Middle School. Beginning in school year 2017-18, Governor Thomas Johnson High School, Tuscarora High School and Walkersville High School EL students began receiving support in their home schools.  All other high school EL students will attend Frederick High School. Summer-school support is offered when the budget permits.
