SECAC works together to put children first. The Committee focuses on open and honest communication, improving effectiveness and accountability, identifying systemic issues, and advocating for appropriate resources. In collaboration with Frederick County Public Schools  leadership of special education, parents, FCPS staff and community members, the Committee strives to facilitate positive changes in the delivery of special education services and the success and achievements of students with disabilities.

Membership is comprised of parents or guardians of children students with disabilities enrolled in FCPS, Frederick County Public School (FCPS) staff members serving students with disabilities, community members who have special knowledge or interest in the needs of special education students, and high school students enrolled in any Frederick County Public School.

There are twenty-five (25) voting members comprised of: eleven (11) parents or guardians; seven (7) FCPS Staff; five (5) community members; and two (2) high school student members.
