The Department of Leadership and Organizational Development is committed to cultivating the growth of all FCPS staff and students by advancing equity-driven and evidence-informed learning experiences that promote excellence and inclusivity across the system.

Being equity-driven means ensuring that every student has consistent access to the opportunities, resources, and educational rigor they need to thrive – both academically and social/emotional. It also means that impacts on marginalized student groups are addressed when considering any program, practice, decision, or action, with a strategic focus on identifying and eliminating potential barriers.

An evidence-informed approach—adapted from medical practice—guides decisions through a balanced consideration of research, professional expertise, and the unique context of learners and educators. In education, this acknowledges that effective strategies vary depending on the student, teacher, and situation. The goal is to use evidence, informed by real-time classroom and school experiences, to improve the efficiency, effectiveness, and success of both teaching and learning—what scholars Paul Kirschner and Tim Surma describe as essential for educational impact.

The department’s vision is to build a culture that enhances both the student and staff experience through exemplary systemic practices. For students, this includes initiatives that center and elevate student voice. For staff, it involves robust support systems for aspiring and current educators, support personnel, and school leaders. Additionally, partnerships with higher education institutions and community organizations expand professional growth opportunities, ensuring that staff have access to resources that elevate their practice and leadership.
