American Rescue Plan Elementary and Secondary School Emergency Relief (ARP ESSER) Funding

Frederick County Public Schools (FCPS) is seeking the community’s input on the FCPS Application for the American Rescue Plan Elementary and Secondary School Emergency Relief Fund (ARP ESSER) application.

What is ARP ESSER funding?
The funding is allocated by the U.S. Department of Education and was established originally through the Coronavirus Aid, Relief, and Economic Security (CARES) Act on March 27, 2020. It has been further funded under the Coronavirus Response and Relief Supplemental Appropriations Act and the American Rescue Plan.  ARP ESSER is the portion of the ESSER funding allocated under the American Rescue Plan and is intended to support schools address the impact that the COVID-19 pandemic has had, and continues to have, on school systems throughout the nation. The U.S. Department of Education will allocate $122 billion in immediate support nationwide to the State Departments of Education who subsequently will pass on the funding to local school systems.

How much funding will FCPS receive?
FCPS will receive $37.9 million of the approximately $1.95 billion in funding allocated to the state of Maryland.

How will FCPS determine how to allocate the funding?
The proposed summary of uses for the ARP ESSER funds by FCPS is the culmination of meetings and discussions with various stakeholders. FCPS is surveying stakeholders so they can provide feedback on the proposed uses. This feedback will be taken into consideration in development of the final application, which is due to MSDE by July 30. The survey is available online through 4 PM, Tuesday, July 27. FCPS shared a news release about the funding process and the survey. 

How long will the funding be available to FCPS?
It can be used through September, 30, 2024.
