Out of District Transfer

Out of District Enrollment - K-12th Grades ONLY

Parents or guardians who want their child to attend a school outside their assigned attendance area should review the 2024-25 Closed Schools List and Regulation 400-15, Out of District.

Pursuant to these regulations, the Out of District process is available for all applicants from February 1 - March 1 each year for the following school year. You can complete your request using the Out of District Request Form through March 1.

Please Note: Your Out of District Form MUST be signed, either electronically or printed, signed and scanned, prior to returning to outofdistrict@fcps.org. Please email applications in PDF Format ONLY, no photos/pictures. You can also send the application via fax to 240-236-2480 or via US mail to Department of Student Services, Orchard Grove Elementary School, 5898 Hannover Drive, Frederick, MD 21703.

Non-resident Students

Families who wish to have their children attend Frederick County Public Schools but live in another Maryland county or outside the state of Maryland, must complete a Non-Resident application and a tuition fee will be charged. Please click here to access the Non-Resident application. Please contact the Department of Student Services, 301-644-5238, for an estimate of the tuition charges.

Pre-Kindergarten

If you wish to apply for a location which is not your home school location (school based on your address), please submit a Pre-K Out of District Request.

Completed Pre-K Out of District Forms should be emailed to PreKEnrollment@fcps.org, or mailed to: Office of Early Childhood, 191 S East Street, 3rd Floor, Frederick, MD 21701.

In mid-August, pre-kindergarten enrollment numbers and space availability will be reviewed to determine if Out of District Requests can be considered. Those meeting income eligibility requirements will continue to have priority for this possibility. 

The home school or paired school will notify the family if their Out of District request was approved. If approved, the family is responsible for transportation of their child to the Out of District school.
