Board of Education Statement Regarding Title IX investigation

At a meeting of the Board of Education of Frederick County held on January 8, 2025, Board Member Colt Black made an inappropriate comment that was directed to a particular segment of our population. Frederick County Public Schools received numerous complaints, including formal Title IX complaints, from the community and staff members regarding the nature of the comment. An independent investigator was retained to complete the required Title IX investigation and ensure compliance with FCPS policy. That process has been completed, and the results of the investigation were shared with Mr. Black as well as with each complainant.

While the investigation found that Mr. Black’s statement did not constitute a Title IX violation, the Board of Education disavows Mr. Black’s comment and maintains our commitment to a safe and welcoming environment for all Frederick County Public School students, their families, and staff. We remain firmly committed to policies that prohibit discrimination, bullying, harassment, or intimidation against any person based on, but not limited to, the individual’s ability, age, color, ethnicity, gender identity, marital status, national origin, race, religion, sex, or sexual orientation.

The Board also recognizes our obligations under Maryland law and regulations to maintain a system of public schools designed to provide high-quality and equitable educational opportunity for all students.
