Associate Superintendent of Special Education and Student Services
Jennifer Bingman is the Associate Superintendent of Special Education and Student Services. Ms. Bingman began working with FCPS in 1995 and was appointed to her current role in April 2023. Ms. Bingman oversees:
Education: Ms. Bingman earned her Bachelor of Science degree in Mathematics with an education concentration at Frostburg State University in 1995 and Master of Science degree in Educational Administration at McDaniel College in 2003. Ms. Bingman is enrolled in a doctoral program in educational leadership at Frostburg State University with a specialization in PK12 Leadership and earned her Superintendent’s endorsement in the state of Maryland in 2023.
Background: Ms. Bingman began her career as a mathematics teacher in 1995 at West Frederick Middle School. She later served as assistant principal at Ballenger Creek Middle, Thurmont Middle, and Oakdale Middle from 2001 to 2012. In 2012, Ms. Bingman was promoted to principal of New Market Middle School and then in 2016 transferred to principal at Crestwood Middle School. In 2017, she was appointed to the position of Supervisor of Student Achievement for FCPS. Ms. Bingman also served as the Director of System Accountability and School Improvement for FCPS from 2019-2023.
Leadership Belief: I believe in the power of collective efficacy which is the shared belief that together educators can positively influence student outcomes for Every Child, Every Day. My goal is to be a servant leader who is collaborative, passionate, knowledgeable, and influential by having a positive impact each day. Taking the time to listen and understand others will help us to determine equity actions that ensure each person feels seen, heard, valued, and respected. All students, especially students with disabilities, need servant leaders focused on meeting academic, social, emotional, and behavioral needs to achieve success.
