Chief Operating Officer

photo of Paul LeboDr. Paul Lebo is the Chief Operating Officer for Frederick County Public Schools. He supervises the Division of Operations, and his teams plan and maintain schools and other facilities, provide transportation for students, and offer security and safety oversight.

Dr. Lebo oversees:

Education: Dr. Lebo earned his Bachelor of Arts from Western Maryland College in Westminster, where he was a Distinguished Military Graduate and George C. Marshall Award recipient. He is a graduate of the Federal Executive Institute’s Leadership for a Democratic Society and earned a Master of Public Administration from Excelsior College.

Background:  Dr. Lebo began his professional career as an Army officer, serving in several leadership, command, and staff positions. While in the Army, he was awarded both the Bronze and Silver Stars. After leaving the military, he served in a variety of staff and management positions in several government agencies, including: the Department of Homeland Security, Health and Human Services, and the U.S. Department of Education.  He comes to FCPS most recently from the U.S. Department of Education, where he was the Deputy Chief Administration Officer for Federal Student Aid. He lives in Frederick County with his wife and four children.
