Chief Operating Officer

photo of Paul LeboDr. Paul Lebo has served as the Chief Operating Officer for Frederick County Public Schools since 2017. He supervises the Division of Operations, and his teams manage all fiscal services, plan and maintain schools and other facilities, provide nutrition services and transportation for students, and offer security and safety oversight.

Dr. Lebo oversees:

Education: Dr. Lebo earned his Bachelor of Arts from Western Maryland College in Westminster, where he was a Distinguished Military Graduate and George C. Marshall Award recipient. He is a graduate of the Federal Executive Institute’s Leadership for a Democratic Society and earned a Master of Public Administration from Excelsior College. In 2021, he earned a Doctor of Strategic Leadership from Liberty University.

Background:  Dr. Lebo began his professional career as an Army officer, serving in several leadership, command, and staff positions. While in the Army, he was awarded both the Bronze and Silver Stars. After leaving the military, he served in a variety of staff and management positions in several government agencies, including: the Department of Homeland Security, Health and Human Services, and the U.S. Department of Education. He lives in Frederick County with his wife and four children.
