Associate Superintendent of Fiscal Services
Ms. Heather Clabaugh was appointed the new Associate Superintendent of Fiscal Services for Frederick County Public Schools effective January 1, 2024. She oversees:
Ms. Clabaugh has worked for FCPS since 2013, most recently as the Director of Budget. She also served as Budget Officer and Construction Accountant.
Ms. Clabaugh serves as part of Superintendent Dr. Cheryl L. Dyson’s cabinet.
A Catoctin High alum, Ms. Clabaugh earned a Bachelor of Arts degree in International Studies and French, with a minor in Business, from Mount St. Mary’s University in Emmitsburg. She also earned a Master’s degree in Business Administration from Mount St. Mary’s.
Outside of FCPS, she is a member of the Maryland Association of Business Officials, the International Association of Business Officials, and the Government Officers Association.
Ms. Clabaugh volunteers as the treasurer of her local church and serves on the finance committee for the Frederick County Mental Health Association and on the Financial Oversight Committee for the Association of School Business Officials Maryland.
