Background

The new Yellow Springs Elementary School (YSES) replacement building will be constructed at the Sanner Farm Property, located near Christopher Crossing, Walter Martz Road, and Spring Run Drive in accordance with the feasibility study recommendation that was approved by the Board of Education of Frederick County.  This will replace the old building which will be demolished and the site will be restored.

The New YSES Replacement is being designed by SEI Architects and will be a brand-new design and layout, and this design is anticipated to be used as a prototype for upcoming Elementary School projects.  As a part of the base bid, the new YSES shall include the Specialized Program Spaces as per the Educational Specifications and the Spaces shall be integrated and centrally located with-in the Classroom Wings and will not require a separate entrance.  The new YSES design shall be modified as required to meet the site conditions and the requirements of the YSES Educational Specification Program.  The school will serve student s in pre-kindergarten through 5th grade.  The new YSES is to be designed for a State Rated Capacity of 745 students and will be a multi-story facility comprised of approximately 84,553 gross square feet (GSF). 

The construction manager overseeing the project is MCN Build. They will be constructing the new YSES which will be:

  • Energy efficient building that meets the USGBC LEED Silver design requirements
  • Meet all current local building codes of the authorities having jurisdiction and the FCPS Educational Program Specifications.
  • The new school Design/Construction will be performed in accordance with the State of Maryland IAC / PSCP guidelines and DGS requirements.

Timeline

The Design of this Project began in July 2023 and will continue through November 2024. We are currently in the Design Development (DD) phase, which will be followed by the Construction Documents (CD) phase. At the conclusion of each phase, the documents are submitted for approval to the Board of Education and the State of Maryland.  Once we have met these obligations for each phase of design, the project will proceed to bidding and construction. Designs follow all required city and county submission and permitting processes.

Bidding/Construction of the project is anticipated as follows:

  • Construction Stages will be bid out between November 2024 and December 2024, and GMP Contract is anticipated to be awarded by the BOE in January 2025
  • Construction is anticipated to begin on or about April of 2025
  • Substantial Completion date for Construction Stage 1 (new school construction) is June 30, 2026 and the new school is expected to be open and occupied by students in August 2026. 
  • Substantial Completion date for Construction Stage 2 (Demolition of the old school) is June 30, 2027.

The Schematic Design documents for the project were approved by the Board of Education of Frederick County on November, 20 2023.
